The Student Parliament (StuPa) is the highest legislative organ of the student body. The StuPa elects the board of the General Student Committee (AStA) and has the oversight over the AStA. The StuPa sets the administrative and financial framework for the entire student body and AStA, including the otherwise independent Faculty Student Councils (Fachschaftsrat – FSR). The AStA focuses on the daily matters of the student body and is the face of the student government outside of the university, while the StuPa is responsible for making decisions relating to the most paramount and crucial matters of the entire student body.
The Student Parliament is elected once a year by all students together with the elections to the Faculty Student Councils. Meetings are held rotationally in Kleve and Kamp-Lintfort. The StuPa fulfills its tasks according to the prevailing Educational Law of North Rhine-Westphalia, relevant state legislation such as the HWVO and the Constitution. It is responsible for developing the statutes of the student body and other regulations such as the Financial Order, the Election Order, or the Contribution Order of the student body of Rhine-Waal University of Applied Sciences (HSRW).
StuPa continuously maintains several permanent committees: election, budget, bylaw, and social committee. Their function is counseling the StuPa regarding legislative and other decision-making. Some of them have special tasks, e.g. organizing the student body elections or granting financial support. Additional committees and working groups can be formed to deal with specific topics on a more temporary basis. The Student Parliament is represented by its Presidency, which also coordinates and organizes the tasks of StuPa.
During the lecture period, the Student Parliament (StuPa) holds meetings at least once a month. All students have access to the Moodle-Course containing Meeting Dates, Agendas and Minutes of the Meetings.
Any currently enrolled student at Rhine-Waal University of Applied Sciences has the right – and is strongly encouraged – to participate in meetings of the Student Parliament and to submit motions to StuPa in accordance with the prescribed procedure.
The General Student Committee (short: AStA, ger. “Allgemeiner Studierendenausschuss”) is the executive organ of the student body.
